OSTP Policy

The Office of Science and Technology Policy (OSTP) is responsible for advising the President of the United States and coordinating and setting the vision for science and technology across federal agencies and departments. OSTP is also responsible for providing public access policy guidance to federal agencies who fund research and development grants.

OSTP offered important public access policy guidance to federal agencies through two memos: the 2013 Memo (a.k.a. Holdren Memo) and the 2022 Memo (a.k.a. Nelson Memo).

The 2022 Memo:

In a policy memorandum released on August 25, 2022, OSTP Director Alondra Nelson directed Federal agencies with any R&D expenditures to develop plans to make the published results as well as any supporting data of federally funded research freely available to the public without any delay.

The 2013 Memo: 

In a policy memorandum released on February 22, 2013, OSTP Director John Holdren directed Federal agencies with more than $100M in R&D expenditures to develop plans to make the published results of federally funded research freely available to the public within one year of publication and requiring researchers to better account for and manage the digital data resulting from federally funded scientific research.
